Acceptors of population programme in Pakistan.

This paper estimates the number of births averted in Pakistan by analyzing the statistics of the Population Planning Programme (PPP), relevant data from the National Impact Survey (NIS) of the 1968, and the Pakistan Fertility Survey (PFS) of 1975. In 1975-76 1392 million units of conventional contraceptives (pills, IUDs, and sterilization) were distributed. Couple-years of protection are considered equivalent to a certain number of averted births, depending on the particular type of contraceptive used. In 1975 16.8% of eligible couples were using contraception. In 1975 there were 137,496 IUD acceptors, for a total of 30,625 averted births, 7740 sterilization acceptors, for a total of 19,000 averted births, and 2,540,688 pill users, for a total of 147,000 averted births. The author's estimate of the current use of conventional contraceptives is almost 9 times higher than that reported by the PFS, i.e. 9.5% vs. 1.1%. The author indicates that the figures on sales and distribution given by the PPP statistics do not reflect the actual use figures, there was some underreporting of contraceptive use among the respondents of the PFS, the statistics presented by the PPP are not totally reliable, and data gathered by the PFS and by the NIS were collected by employing different methodologies; therefore a reliable comparative assessment of figures is not feasible. Attention must be given to ensuring that demographic statistics collected within Pakistan are accurate.
